I write it simple

if you create a theme folder that contains style.css and index.php on your computer,

and you want to add it into bluehost's wordpress,

just zip the theme folder you make on the computer, 

and at bluehost wordpress, click add new theme, then click upload theme (zip file),

then choose the zip file you zip and upload,

then blue host will install it, after success,

this theme will be added to the theme panel,

and the folder will be put under rootfolder\wp-content\themes,

you also can edit it later.
